Green building is becoming the mainstream mode of transformation and upgrading of the construction industry, with the advantages of energy saving, environmental protection and ecology, which can effectively alleviate the energy scarcity and improve the quality of the environment, and is needed to realize high-quality sustainable development. This study proposes a green building design implementation program based on BIM software and intelligent construction technology. The building energy efficiency assessment system is constructed, and the fuzzy Borda method and CRITIC method are used to calculate and correct the weights of indicators, and the energy efficiency assessment method is proposed by using the material element topable model. The assessment scores of all indicators of energy efficiency after green energy-saving retrofit of a district building are between 90.11 and 99.28, and the building achieves excellent performance in heating and cooling with lower primary energy demand during operation and use. It indicates that the objectives of this green retrofit project were basically realized, effective and produced energy-saving benefits. This study can provide guidance for subsequent green building energy efficiency retrofit work and further promote the energy efficiency retrofit of existing buildings in China.
